Abstract
The transformation of Japan’s Maritime Self Defense Force post-World War II is remarkable. Divided into two parts the first section of this working paper, by Vice Admiral Yoji Koda, JMSDF (Rtd), discusses the evolution of Japanese maritime strategy and naval capability since the 1950s, which includes the close relationship that developed with the US Navy. The second portion addresses China’s rise as a naval power from both the Asian and American perspective and concludes that cooperation and collaboration remains the best way forward.
