Captain Troy Duggan

Captain Troy Duggan joined the Navy in 1996, graduating from the Australian Defence Force Academy in 1998 with a Bachelor of Arts majoring in History. Captain Duggan has held a wide range of warfare and leadership appointments, serving extensively at sea in various fleet units, in operational, instructional and leadership roles.

Commencing his Maritime Warfare Officer training in patrol boats, before progressing to major fleet units, he sub-specialised as a Fighter Controller in 2003, prior to specialising as a Principal Warfare Officer (PWO) the following year. Postings to HMA Ships’ Newcastle and Melbourne as the Anti-Submarine Warfare Officer followed. Selected for Advanced Qualification training in 2005, he graduated from Force Warfare Officer and Surface Warfare courses. A two year posting to HMAS Darwin as the Operations Officer and Surface Warfare Officer saw him deploy to South East Asia, with various warfare related loan postings in between. He posted to STG in January 2008 as the Fleet Anti-Submarine Warfare Officer.

After eleven years at sea he joined the PWO Faculty as an Instructor for his first shore job, albeit shortened by his third operational deployment. On completion of this deployment he was awarded a Chief of Joint Operations, Gold Commendation for actions involving the release of Yemeni hostages and the engagement of a Pirate skiff. Captain Duggan was appointed as the Executive Officer of HMAS Darwin in Nov 2011, rounding out his experience in guided missile frigates.

After graduating from Australian Command and Staff Course in 2014 he has completed various staff officer roles including Deputy Director Maritime Operations at HQJOC, Deputy Director Workforce Management, Director Strike and Air Combat, Contestability Division and more recently, Director Undersea Warfare in Submarine’s Branch.

Captain Duggan commanded the frigate HMAS Arunta from 2019 to 2021, bringing the ship out of an extensive mid-life capability upgrade, before deploying on Regional Presence Deployment 20 (RPD20). This extensive deployment encompassed sensitive area transits in the South China Sea, participation in various exercises as well as enforcement of UNSCR sanctions on North Korea in the Yellow and East China Sea as part of Operation ARGOS. The ship was awarded the Gloucester Cup for that year.

Captain Duggan took Command of HMAS Adelaide in October 2022.
